01
Overview & history
Oro Valley had to fight to exist. In 1970, neighbors in the shadow of Pusch Ridge, worried about annexation by Tucson, petitioned to incorporate. Pima County supervisors rejected the petitions, and a four-year legal fight followed. The Arizona Supreme Court ruled in the town's favor on January 28, 1974.4 Oro Valley officially incorporated on April 15, 1974, with about 1,200 people in a 2.5-square-mile rectangle.3
To win over opponents, the founders promised the town would never levy a property tax. According to the Town, that promise is still unbroken.4 Catalina State Park opened in 1983, and its creation was closely tied to the town's later annexation and development of Rancho Vistoso.3 Today Oro Valley covers more than 36 square miles.2
The community skews older and highly educated. 35.7% of residents are 65 or older, 58.0% of adults hold a bachelor's degree or higher, and 76.4% of homes are owner-occupied.1 The Town notes it was voted the #1 safest place to live in Arizona by SafeWise in 2025.2
